25.9% of the population were under 18, and 7.1% were under 5. People over 65 made up 16.7% of the population. The gender make up of the city was 50.6% female and 49.4% male.<ref name="GR2" />

The population density was {{convert|1,323.3|PD/sqmi|PD/km2|sp=us|adj=off}}. There were 9,969 housing units at an average density of {{convert|607.9|/sqmi|/km2|sp=us|adj=off}}. There were 8,686 households, out of which 30.7% had children under the age of 18 living with them, 42.9% were [[Marriage|married couples]] living together, 19.1% had a female householder with no husband present, and 34.0% were non-families. Of 8,686 households, 304 are unmarried partner households: 243 heterosexual, 19 same-sex male, and 42 same-sex female. 30.7% of all households were made up of individuals, and 13.6% had someone living alone who was 65 years of age or older. The average household size was 2.40 and the average family size was 2.99.

In the city, the population was spread out, with 26.3% under the age of 18, 8.4% from 18 to 24, 25.9% from 25 to 44, 21.1% from 45 to 64, and 18.3% who were 65 years of age or older.
