Both are Democrats. A Republican has not represented a significant portion of Baltimore in Congress since [[John Boynton Philip Clayton Hill]] represented the 3rd District in 1927, and has not represented any of Baltimore since the [[Eastern Shore of Maryland|Eastern Shore]]-based 1st District lost its share of Baltimore after the 2000 census. It was represented by Republican [[Wayne Gilchrest]] at the time. Maryland's senior [[United States senator]], [[Ben Cardin]], is from Baltimore. He is one of three people in the last four decades to have represented the 3rd District before being elected to the [[United States Senate]]. [[Paul Sarbanes]] represented the 3rd from 1971 until 1977, when he was elected to the first of five terms in the Senate.
