Many governments impose [[smoking ban|restrictions on smoking tobacco]], especially in public areas. Its Article 8.1 states, "Parties recognize that scientific evidence has unequivocally established that exposure to tobacco causes death, disease and disability."</ref> Laws vary by country and locality. Nearly all countries have laws restricting places where people can smoke in public, and over 40 countries have comprehensive smoke-free laws that prohibit smoking in virtually all public venues.
