The luncheon is held in [[National Statuary Hall|Statuary Hall]] and is organized by the Joint Congressional Committee on Inaugural Ceremonies, and attended by the leadership of both houses of Congress as well as guests of the president and vice president. By tradition, the outgoing president and vice president will not attend. In 2021, due to the ongoing [[COVID-19]] pandemic, the luncheon was replaced by a gift-giving ceremony.
